Viktor Yevgenevich’s contribution to the development of the hydrometeorological service in the Republic of Uzbekistan is huge. During the years 1979-2017, Viktor Yevgenevich worked as the general director of the Hydrometeorological Service Center and was the organizer of extensive work on the hydrometeorological support of the agro-industrial complex of the Republic of Uzbekistan.
Since 1993, he has been the director of the Hydrometeorological Service Center and the director of the Hydrometeorological Research Institute.

During the work of the institute, a doctoral department was opened, a specialized council awarding scientific degrees in hydrometeorology specialties and a publishing department were established.
In 1993, the Republic of Uzbekistan became an equal member of the World Meteorological Organization. As a permanent representative of this organization in Uzbekistan, Viktor Yevgenevich carried out extensive international activities until 2017.
More than 180 scientific works of Viktor Yevgenevich will be a useful resource for young scientists and specialists who devote themselves to the development of the field of hydrometeorology.
